Cessation of publication by newspapers is a matter of concern in a democratic society. Such cessation has been blamed upon increased costs of postage, second-class rates for mailing newspapers, including those increases which followed enactment of the 1970 Postal Reorganization Act.

This study examined the intent and effects, concerning newspapers, of the 1970 Act and the response to perceived effects. It also examined certain precedents to the Act: a history of publications subsidy in the United States, the report of a presidential commission which examined the Post Office Department before recommending that it be replaced by a new U.S. Postal Service, and statements in congressional hearings as well as debate on the floor.

Since enactment of the 1970 Act, responses by publishers and congressmen seem to be predicted on a hypothesis which can be tested: Newspapers which used mail for the majority of their circulation in 1969 are more likely to have gone out of business (ceased to publish) than newspapers which used mail for a smaller portion of their circulation. Research, testing the hypothesis, was focused on weekly newspapers which have enjoyed a long history of special consideration by Congress in postal ratemaking.

A review of the literature used six techniques, including a computer search, to locate earlier work on the dissertation topic and related matters. This review uncovered considerable material on peripheral issues but nothing which tested the hypothesis.

A brief history of national policy on postal rates for mailing newspapers was derived from examination of the U.S. Statutes at Large, from 1792 through 1967, and related court decisions. This examination revealed that Congress has consistently favored newspapers in setting rates for postage.

In 1968, the President's Commission on Postal Organization issued a 212-page report and 2,453 pages of contracted studies which were reviewed because the commission proposals led to the 1970 Act. To understand congressional intent concerning newspaper postage rates, in passing the 1970 legislation, a study was made of 3,318 pages of committee hearings and similar related documents.

Neither the President's Commission nor Congress indicated that escalation of newspaper postage rates was a major goal, nor did they take firm action to continue low rates. Both groups seemed more intent upon transforming the old Post Office Department into an efficient new U.S. Postal Service with modern management techniques.

The new Postal Service did increase rates and newspapers did cease to publish. A longitudinal study was made of 7,640 weekly newspapers published in 1969; ten per cent were missing by 1975 from the lists maintained by Editor & Publisher Yearbook and the Audit Bureau of Circulations.

Was this decrease due to use of the increasingly expensive mail service? Study of the ABC data did not support that hypothesis. However, professional journalism organizations have responded as though a causal relationship existed while Congress has considered bills each session to provide legislative relief.
