The purpose of this dissertation was to examine the relationship between national accreditation and accountability, professionalism, and performance measures in public park and recreation agencies. This researcher's general hypothesis was that if accreditation has the promoted and desired effect, specific end results would be different in accredited departments than in nonaccredited departments. The differences measured were related to attitudes toward three dimensions of park and recreation department performance: (1) adherence to and belief in standards, (2) funding retention and acquisition, and (3) employee behavior, specifically morale and motivation. The implication was that accredited departments were expected to differ from the nonaccredited departments in a variety of ways.

The specific park and recreation accredited agency data needed for this study came directly from the 63 identified accredited agencies as a non-probability sample. Sixty-three nonaccredited agencies were selected by population served and state location from an International City/County Management Association (ICMA) data set in equal numbers to the corresponding number of accredited agencies in each state and in each Population Class category identified by the Commission for Accreditation of Park and Recreation Agencies (CAPRA).

A Likert-styled, self-reporting, mailed survey measured anonymous departmental reporting on multiple aspects of various criteria of organizational performance. This research showed that nonaccredited agencies were deficient in their overall reported compliance with accreditation standards, and in these areas did not resemble accredited agencies.

In six of the eight hypotheses, the anticipated results were obtained and accredited agency directors reported statistically significant higher levels than the nonaccredited agencies of standards compliance and belief in the importance and impact of standards and accreditation on their organizations' performance. Thus, the research undertaken here provides empirical evidence to support the general hypotheses that accreditation does enhance an organization's performance through adherence to standards, and it helps to develop quality in delivery of services and programs, at least within the context of the park and recreation departments studied.
