Urban development and renewal techniques take many forms: new town development, garden city, tax increment financing, slum clearance, district levy, and land readjustment, etc. Among these techniques, the investigation in the approaches of land readjustment (LR) and district levy (DL), and stretching out the consequences to present a new exchange readjustment (ER) approach is the subject of this study. The proposed exchange readjustment (ER) approach is expected to achieve the objectives of land readjustment (LR) and district levy (DL) as well as solve their major problems.

Two models, the conceptual model and the forecast model of the proposed exchange readjustment (ER) approach, have been presented in order to explain and forecast the concept of the new idea.

Two calculation systems, the proposed formula system for calculating each side length of the block in the project area and the proposed ER formula system for calculating various project burdens, have been designed in this study. Three related problems, the public-facilities items, the landowners' fractional remainders, and the relocation, have been discussed, too.

The new idea presented in this study is only a theoretical exploration. The empirical test is recommended.
